‍Essential Mexican Carriers Vetting Checklist:

Comprehensive vetting of carriers in Mexico should include: 

• Verification of legal and compliance documentation, including organizational documents and documents evidencing compliance with tax obligations. Keep in mind that the contract signatory needs to have express authority - e.g. a director or attorney-in-fact. 
• Verification of operations, including a comprehensive assessment of the carrier's operational capabilities, including yard locations and equipment. This step may involve on-site visits or checks to confirm the carrier's operational capacity and capabilities.
• Verify transportation licenses and insurance, keep in mind that primary liability insurance (seguro de responsabilidad civil) is mandated by Mexican law. 
• Evaluate the carrier's security protocols and adherence to safety standards, this assessment helps in mitigating risks associated with theft, damage, or misplacement of shipments. It's essential to ensure that carriers have robust security measures in place to protect cargo during transit. CTPAT carriers must follow the Minimum Security Criteria. 
• Draft carrier contracts carefully to establish liability limits, equipment standards, minimum security protocols, and other Service Level Agreements (SLAs). 
• Verify that carriers have the necessary employment clearances, such as registration before IMSS (Mexican Social Security Institute), to employ drivers legally. This not only ensures compliance with labor regulations but also protects against potential claims directed at Shipper or Broker.
• Confirm that carriers have the necessary identifier codes, such as CAAT (Harmonized Alphanumeric Code of the Carrier) and SCAC (Standard Carrier Alpha Code), when hauling cross-border shipments.
